TRADING OF PENNSYLVANIA NUTRIENT AND SEDIMENT REDUCTION CREDITS
INTERIM FINAL POLICY AND GUIDELINES
The Pennsylvania Department of Environmental Protection
(PADEP) published the Interim Final Policy and Guidelines effective October 1, 2005. This document is indexed as document #392-0900-001.
This policy was established pursuant to the authority granted to the states in 33 USCA § 1251 et seq, Federal Water Quality Trading Policy.
Trading of nutrient and sediment reduction credits may occur within the Susquehanna or Potomac watersheds; however, trading between the Susquehanna and Potomac watersheds is not supported.
Any combination of point sources, non-point sources or third parties may participate in trading. Any entity may create, purchase, retire or otherwise use credits for the purpose of securing long-term improvements in water quality, subject to any state, federal and local laws.
